tests/thirdparty: add github.com/klauspost/compress/huff0 (#422)

Add the `huff0` package from the `github.com/klauspost/compress` module
to the third-party test suite.

Upgrade the version of `github.com/klauspost/compress` under test to
`v1.17.5`.
