all: VNNI instructions (#359)

Adds "Vector Neural Network Instructions" instruction set.

These are added via the `opcodesextra` mechanism #345, since they're missing
from the opcodes database.

Contributed by @vsivsi. Extracted from #349 with some tweaks.
